Verdict: BID. Price-only award, small defined scope, unstable incumbency — and our bottom-up math says the winning number is knowable. We read all 3 RFP documents (64-pg solicitation, 8-pg PWS, wage determination) so you don't have to.

FPDS shows Germrip LLC ($74,799, Dec 2025) then Sage Synergy Corp ($76,624, Mar 2026). Two awards 3 months apart at ~$75K vs our ~$18K bottom-up estimate means one of: (a) those are multi-year totals, (b) scope was bigger, or (c) this office has been overpaying for bridge contracts — consistent with vendor churn. Ask the CO before Jul 31: "Is this a follow-on to an expiring contract? Was prior pricing annual or total-with-options?" If (c), a ~$18-22K/yr quote wins comfortably and still carries 30%+ margin.
1. Email 3 questions to CO before Jul 31 (incumbency, prior pricing basis, keys/access)
2. Price base + all 4 options — unbalanced pricing is grounds for rejection, keep years consistent
3. Submit by Aug 8 for buffer
